Tan Tay Keong

Dr. Tan Tay Keong is a Senior Consultant with Sea-Change Partners and is also a co-founder of the firm. He specializes in anti-corruption, risk management, and public management reforms. He served as the Chief Learning Officer and Director of Integrity Education of Tiri – Making Integrity Work, a London-based international NGO specializing in anti-corruption and integrity projects around the world. He is the manager of the largest network of integrity academics in the world: the Integrity Education Network, which has some 700 academic members from 300 universities in over 60 countries.

Tay Keong has served as a governance consultant, executive trainer, and evaluator for numerous international projects in Afghanistan, Bangladesh, Bhutan, Cambodia, India, Indonesia, Kenya, Israel, Laos, Singapore, Sri Lanka, Thailand, and the United States. He headed the Singapore International Foundation, a volunteer organization active in 30+ countries.  Tay Keong also served as Chief of Staff and Special Assistant to the Under-Secretary-General of the Office of Internal Oversight Services at the United Nations, where he managed the UN’s first-ever anti-corruption campaign. In his native country, Singapore, he was Assistant Superintendent of Police and served in the Singapore Prisons Department.

Dr. Tan has a doctorate in Public Policy from Harvard University’s Graduate School of Arts and Sciences and a Master’s degree in Public Policy from the Harvard Kennedy School.  For five years, he taught ethics, strategic management, organizational and political analysis, and policy analysis at the Lee Kuan Yew School of Public Policy at the National University of Singapore, his alma mater.
